Italy Decreto Flussi 2024, requirements, quota, jobs, and procedure to apply.

Italian Government has announced the application submission dates for the seasonal and non-seasonal work visas under Decreto Flussi 2024. This year, 151,000 applicants will be allowed to apply for visas for seasonal and non-seasonal categories. Italian Decreto Flussi is the flagship immigration flow program of Italy to attract skilled and nonskilled labor to work in the Agricultural, Tourism, and other Labor sectors.

Italy last year on October announced Decreto Flussi from 2023 to 2025 plan. Where the application dates for 2024 were decided for February which is now on 19 January 2024 have been changed to March with a month of delay. This decision will allow interested applicants from Non-EU to apply for work permits according to the following schedule:

9:00 AM on March 18, 2024applications for non-seasonal subordinate workers who are citizens of countries that have cooperation agreements with Italy
9:00 AM on March 21, 2024applications for other non-seasonal subordinate workers (including in the family and social-health care sectors)
9:00 AM on March 25, 2024applications for seasonal workers

Application submission portal

Starting at 9:00 AM, 18 March 2024, the application for pre-compiling the application forms will be available on this official page. An SPID or CIE identity is required for this portal.

Once the quota reserved primarily for seasonal work applications from employer organizations has been reached, the One Stop Shops for immigration issue authorizations for other seasonal work applications, according to the chronological order of arrival in the One Stop Shops’ computerized system.

In the implementation of the latest regulatory changes, after 60 days (deadline reduced to 20 days for seasonal work) from the submission of the applications without the impeding reasons having emerged, the authorization is issued automatically and sent – electronically – to the Italian diplomatic representations of the countries of origin which will have to issue the entry visa. The authorization will also be sent automatically to the employer who will be able to view it on the Ministry of the Interior portal.

Priority for seasonal work visas

Again about seasonal work in the agricultural and tourism-hotel sectors, the applications received from the employers’ organizations of the respective sectors, on behalf and in the name of the employers, will be evaluated with priority, for release by the One-Stop Shop for the Immigration of the relevant clearance.

i- Agricultural sector priority

In particular, in the agricultural sector, priority will be given to applications submitted by:

  • National Confederation of Direct Farmers,
  • Italian Farmers Confederation,
  • General Confederation of Italian Agriculture,
  • Confederation of Agricultural Producers and Alliance of Italian Cooperatives (National League of Cooperatives and Mutuals,

ii- Tourism sector priority

For the tourism sector, priority will be given to applications submitted on behalf of employers by:

Job Categories for Seasonal Visa

For seasonal visas (lavoro stagionale), the following job categories are considered for the shortage of labor:

  • Agronomist
  • Agrotechnician
  • Laboratory analyst of the agri-food industry

  • Cellarman –
  • Direct farmer
  • Farm operator (professional agricultural entrepreneur)
  • The driver of food processing plants

Job Categories for Non-Seasonal Visa

For Non-seasonal (lavoro subordinato non stagionale) following job categories with labor shortage are specified:

  • and tourism.

Decreto Flussi Quota for 2024

There have been set aside numbers for the Decreto Flussi 2024 which are 151,000 for seasonal and non-seasonal visas. For seasonal work permits, 89,050 quotas has been set aside whereas for nonseasonal work visas 61,950.

Distribution Seasonal Work: 89,050

Following is the quota distribution of the seasonal work for Decreto Flussi 2024:

  • Citizens of countries with future immigration agreements: 12,000 entries
  • Citizens of states running campaigns against irregular migration trafficking: 3,000 entries
  • Stateless persons and refugees: 50 entries
  • Citizens of countries with migration and multi-seasonal agreements: 2,000 entries
  • Citizens of countries with immigration agreements in the agricultural sector (application submitted by employer associations): 41,000 entries
  • Citizens of countries with current immigration agreements in the tourism sector (application submitted by employer associations): 31,000 entries.

Distribution of Nonseasonal work quota 61,950

The distribution of quota for Nonseasonal has been divided into employment with employer and self-employment which is as follows:

i- Employment: 61,250

  • Citizens of states running campaigns against irregular migration trafficking: 2,380 entries
  • Citizens of countries with current immigration agreements: 25,000 entries
  • Citizens of countries with future immigration agreements: 20,000 entries
  • Workers of Italian origin residing in Venezuela: 90 entries
  • Stateless persons and refugees: 180 entries
  • Workers in the family and socio-healthcare sector: 9,500 entries
  • Conversion of other residence permits into permits for employment: 4,100 conversions.

ii- Self-Employed Work: 700

  • Citizens of states running campaigns against irregular migration trafficking: 120 entries
  • Workers of Italian origin residing in Venezuela: 10 entries
  • Stateless persons and refugees: 20 entries
  • Citizens belonging to specific categories: 500 entries
  • Conversion of other residence permits into permits for self-employment work: 50 conversions.

How to apply for the Decreto Flussi 2024?

  • The Italian employer must request a work permit from the competent Italian authorities for the category of the worker concerned;
  • You receive the confirmation of work permit from the employer;
  • You must take out health insurance that covers the entire duration of your stay in Italy;
  • You will need to prepare a series of documents for your visa application, such as your passport, photo ID, copy of your employment contract, proof of your health insurance, criminal record certificate, and confirmation of your work permit sent by the employer, etc;
  • Once you have all the necessary documents, you can submit your visa application to the Italian embassy or consulate in your home country. The visa process may take several weeks or months for the Italian authorities to review your application and make a decision.
