Yukon Immigration Programs and Requirements

Yukon a beautiful territory of Canada and it shares a border with the state of Alaska. It is not as densely populated as the Northwest but there are plenty of opportunities here for both inside and outside workers. Yukon PNP has various programs under which an individual may be eligible to apply.

You cannot participate in the Yukon immigration programs if you are inadmissible for Canada or a refugee claimant.

Tracks to immigrate to Yukon

If you are looking to immigrate to Yukon, you can immigrate as:

  1. A worker under the Yukon Nominee Program (YNP) or
  2. a businessman under the Yukon Business Nominee Program

1- Worker under Yukon Nominee Program

Requirements for workers under YNP

The Yukon Nominee Program gives the opportunity to both inside and outside applicants/professionals. To be eligible for this program, you will require to have a full-time and year-round job offer from an authorized Yukon employer, and meet the specific criteria for your application.

Requirements for an Employer

The Yukon Nominee Program decides an owner’s capability for the stream after their request is received and assessed. To be eligible you are a permanent resident or citizen of Canada and have been operating in Yukon as:

  • An authorized Yukon business with an office in Yukon for a minimum of 12 months prior to apply
  • An industry association with an office in Yukon for a minimum of 12 months prior to apply
  • A municipal, First nation or territorial government for 12 months before application submit ion
  • A non-profit company for a minimum of 36 months, with funding for at least 1 year before applying

You have legal and valid required license under applicable federal, provincial and municipal needs and ou are in an authorized full-time business that’s managed in Yukon for minimum 12 months, and not to be  managing the given below businesses:

  • Bed and breakfast in less than 10 rooms.
  • Hobby Farm
  • Domestic business or distribution work.
  • Taxi Tech Company
  • Business and ownership by an active business nominee.
  • Passive investment
  • Business consulting and personal services;
  • Real Estate Or
  • Holding company

Your job offer from a Yukon employer

You will try to get the job offer yourself because the YNP will not assist you in this matter. If you get a job offer from a Yukon employer, it’s important to know:

  • Employers are not required to nominate foreign workers under the YNP
  • Employers, directly or indirectly, cannot charge a fee for nominating any foreign worker

International workers may search for jobs by using different sites such as Yuwin, Employment Central, and Canada Job Bank (find here a complete guide on how to find a job in Yukon). If you cannot find work in Yukon, you cannot participate in the program. The YNP is driven by employers seeking to fill authorized vacancies when eligible Canadians or permanent residents cannot be found. As a result, the number of international workers accepted into the program is linked to employment in the area.

2- Yukon Business Nominee Program

Requirements for an entrepreneur under Yukon Business Nominee Program

Let’s see the eligibility criteria to apply to run your business in Yukon as a foreign entrepreneur:

  • You will need to show your education as per your business requirements. The minimum required education is high school education.
  • You have to obtain a minimum of 65 points on the assessment grid.
  • You have a minimum of three years of entrepreneurial or business management experience.
  • You have a minimum of five years of experience related to your business
  • You are not refugees or do not have an active application for refugee status with the Government of Canada
  • The Government of Canada has never denied your immigration entry.
  • You have not submitted any active applications for any other provincial or regional designated program
  • You have had a total value of at least $500,000 CAD. You also need documents and verification from the “Yukon Accounting Firm” that you obtained through legal means
  • You keep at least $300,000 in liquid assets. This includes things like cash, bonds, and cash derivatives. You also need documents and verification from the Yukon Accounting Firm that you obtained through legal means.
  • Plan to live permanently in the Yukon
  • When managing and investing in your business in Yukon, agree to stay in Yukon with dependents, if applicable
  • Have a position in your business of National Professional Rating (NOC) 0 or A
  • The program has not yet purchased or started its own business in Yukon at the time of application
  • Show how you will invest at least $ 300,000 for the business in the first 2 years
  • This does not include capital investment prior to your acceptance into the Yukon Business Nomination Program
  • Investments include purchases of property or goods. This does not include purchases such as housing, vehicles that are only partially covered by business, and operational or maintenance costs

Business/Entrepreneurship requirements

Your proposed business must:

  • Be a new business or a purchase of an existing Yukon business
  • Be under your administration (you not be a passive investor)

Belong to one of the following strategic areas:

  • Information technology
  • Manufacturing
  • Value-added processing
  • Forests
  • Tourism products, attractions, services, and facilities
  • Energy
  • Mining or mineral development
  • Agriculture
  • Cultural industries
  • Film and video production

Your proposed business should not be related to one of the following ineligible sectors and activities.

  • Passive investment
  • Retail, wholesale operations, distribution work
  • Restaurant
  • Financial services
  • Business, consulting, and personal services
  • Mostly professional services
  • Of real estate
  • Holding companies
  • Gas station

Yukon immigration system

International workers who fulfill the needs with a full-time year-round job offer from an authorized employer can participate in the YNP. Whereas those who fulfill the needs with 2 to 3 part-time job offers from 1 to 3 authorized Yukon employers/ can submit an application to the Yukon Community Program.

Yukon Nominee Program streams

YNP consists of the following streams:

  1. Express Entry
  2. Skilled workers
  3. Critical Impact workers
  4. Yukon Community Program (consists of skilled and Critical workers)

How this works?

Employers who want to nominate a skilled worker can apply for a skilled worker or express entry stream. Your category is settled by the National Occupation Classification (NOC) of the job offer. Occupations in NOC Skill Levels C or D fall under the Critical Impact Workers category. Whereas NOC O, A, or B fall under the skilled worker category.

Basic stream-specific worker criteria as per NOC Skill Levels

Here you can understand better the NOC category-wise details of this program. This will help you determine which requirements of education, language abilities, and other requirements you need to meet.

National Occupation Classification 0 and A Skilled Worker criteria:

  • You have minimum 1 year of full-time work experience related to you job
  • At least a Canadian Language Benchmark (CLB) level 7
  • At least a high school studies or Canadian equivalency; and any higher studies need for the job or NOC

National Occupation Classification B skilled worker criteria:

  • You have minimum 1 year of full-time work experience related to you job
  • At least a Canadian Language Benchmark (CLB) level 5
  • At least a high school studies or Canadian equivalency; and any higher studies need for the job or NOC

National Occupation Classification C and D Critical Impact Worker criteria:

  • You have a minimum of 6 months of full-time work experience related to your job
  • At least a Canadian Language Benchmark (CLB) level 4
  • At least a high school studies or Canadian equivalency; and any higher studies need for the job or NOC

1- Express Entry Program

Foreign workers may apply to the Express Entry. Actually, they can apply to this stream if they are applying for a job that falls under the NOC National Occupation Classification 0, A, or B occupation. The employer can search for a potential foreign worker by using either:

  • The Express Entry category of the YNP to offer a job to the foreign worker
  • Canada’s Job Bank to be matched with a potential international worker

The employer will provide evidence there is no suitable Canadian or permanent resident for the required post.

Steps for candidates to apply through express entry:

The applicant should show that he fulfills the needs for one of the three Express Entry Economic Immigration programs. The candidate first creates a profile then he will receive a profile number, If it is seen that the candidate is eligible he will be provided a job seeker validation code. The applicant will prove that he has sufficient financial resources for himself and his family. The candidate and the employer will fill the Yukon Express Entry forms. The applicant will provide the complete online form and all other papers that may need. The federal government invites foreign workers to apply for permanent residency. The foreign worker provides any documents required by the federal government to complete the application for permanent residence. For example, a criminal record check or medical report. The foreign worker gets permanent residence, usually within 6 months or our application is confirmed.

2- Skilled Worker Program

To be eligible for applying under the skilled worker category, the foreign national must meet certain requirements. First of all, you need to meet the requirements of the job as per the criteria specified in the NOC. To apply for the stream, you must make sure that your occupation is from NOC O, A, or B category.

Education  

The basic required level of education is the completion of high school. You may need to provide higher education such as your certificates, diplomas, and degrees according to your job selection. If you want to evaluate a certificate or assessment of certification testing, you may get help from agencies such as the British Columbia Institute of Technology (BCIT) – International Certification Testing Service (ICES).

Work experience

As for as your work experience is concerned, you will need to show 12 months of working experience relevant to your occupation.

Language

You will need to provide valid results from a language test operated by an authorized testing agency. In English IELTS General Training or CELPIP General for English and TEF for French are acceptable tests. When you apply for YNP your result must be valid for two years from the date of the test. The following information is about the scoring rate of language in four (Speaking, listening, reading, and writing) for Skilled workers stream

Score required for skill level NOC 0 and A:

  • 6 bands for IELTS in each (Speaking, listening, reading, and writing) language skill.
  • 4L for TEF in each (Speaking, listening, reading, and writing) language skill.
  • 7L for CELPIP-General Testing in each of the four language skills

Score required for skill level NOC B:

  • 5 bands for IELTS in each (Speaking, listening, reading, and writing) language skill.
  • 3L for TEF in each (Speaking, listening, reading, and writing) language skill.
  • 5L for CELPIP-General Testing in each of the four language skills

If you’re a foreign worker and now living in Canada, you will need a legitimate work permit via the YNP application and assessment procedure. If you are unable to provide this thing, your application will be refused. If you are under Implied status you are ineligible to apply for nomination through Yukon Nominee Program. If you are on a study permit in Canada, you will need evidence of 1-year study for certificate programs, or 2 years of diploma or completion of a Bachelor program prior to being considered for the YNP. International students who are recruited in the English as the second language program at Yukon college should have completed 8 levels of the program.

If you are a self-employed

You will need to prove the establishment and goodwill of the entrepreneurship. You will need to prove your language proficiency in the any of the following tests:

  1. IELTS
  2. TEF
  3. CELPIP

You will also need to submit the Notarized copy of your work permit. The information about your spouse’s legal partner such as passport/ marriage certificate/legal document/statutory Declaration of common-law partner union form and divorce papers. You will need to provide Notarized copies of these papers:

  • Your Dependents: Their valid passport/Birth certificate.
  • The info about your spouse /common-law partner or dependents must be included whether they are accompanying you or not

Documents required for international workers   

You will need to provide Notarized copies of job records confirming the previous job. Documents must include letters of reference to the supervisor or human resource officer identified by name and title. Letters must be received The following criteria:

  • Should be on company letterhead
  • Show start and last date of the job
  • Job title and nature
  • Contact data of owner or Human Resources officer issuing the letter (company website, phone number or email)
  • Salary sheets
  • Income tax records
  • Some more documents may require according to your case

3- Critical Impact Worker

This stream is for professionals whose occupations fall under NOC Skill Levels C or D. Interested candidates can apply for this stream by fulfilling the following requirements:

  • The minimum acceptable level of education is the completion of high school. Higher educational credentials can also be submitted. Education and work experience must satisfy the requirements of the job as per the criteria specified in the NOC
  • Candidates need to show at least six months of related work experience
  • Language proficiency is also required to show by the candidates. This can be shown by proving skills in reading, listening, writing, and speaking for IELTS, TEF, or CELPIP. For IELTS a score of 4 in the General Training test. 3 for TEF in each of the four abilities. 4 for CELPIP-General Tests after April 1, 2014, or 2H for CELPIP-General Tests before April 1, 2014
  • If you are already in Canada on a temporary visa, you must maintain it until you apply and get the result for your application
  • If you are on a study permit in Canada, you will need evidence of 1-year study for certificate programs, or 2 years of diploma or completion of a Bachelor program prior to being considered for the YNP. International students who are recruited in the English as the second language program at Yukon college should have completed 8 levels of the program
  • For self-employed candidates, the same requirements must be fulfilled which are for skilled workers mentioned above.
