Today, 21 March 2024 is the start day of final application submission for applications for other non-seasonal subordinate workers including in the family and socio-healthcare sectors. The application portal of the Ministry of Interior will open from 9 O Clock. Alongside side total quota of 61,250, there have been 9,500 set aside quota for the workers in the family and socio-healthcare sectors.

The applications can be submitted for non-seasonal visas including thein the family and socio-healthcare sectors by employers using the SPID. This is the access system that allows you to use the online services of the Public Administration and accredited private individuals with a unique digital identity. If you already have a digital identity, log in with your manager’s credentials. The timing of issuing digital identity depends on individual Identity Providers. You can apply for SPID here.
To get SPID, choose one of the Identity Providers and register on their site. The registration consists of 3 steps:
- Enter your data,
- Create your SPID credentials,
- Carry out the recognition of your choice between: in-person, online, or via CIE, CNS, or digital signature.
Nationals of 35 countries can submit their applications under the quota of citizens of countries that have cooperation agreements with the Italian Government. This quota counts to about 25,000.
On the other hand, a reserved quota is also available which is 20,000 for the countries which are to have future agreements with the Italian Government.
The application submission dates for the non-seasonal workers from eligible countries have already started on 18 March 2024.
In the next step, on 25 March, the application portal will open also for the seasonal workers. On that day, Nulla Osta applications can be submitted by the employers on behalf of their seasonal workers.
The applications can be submitted till 31 December 2024 according to the Ministry of Interior Italy.
According to the government of Italy’s official porta, the quota for the non-seasonal workers has been distributed as follows:
- Workers of Italian origin residing in Venezuela: 90
- Stateless persons and refugees: 180
- Citizens of states running campaigns against irregular migration trafficking: 2,380
- Citizens of countries with current immigration agreements: 25,000
- Workers in the family and socio-healthcare sector: 9,500
- Citizens of countries with future immigration agreements: 20,000
- Conversion of other residence permits into permits for employment: 4,100 conversions.
Foreign citizens who want to apply for a visa for self-employment will be able to enjoy a total quota of 700 this year. This quota has been set aside for the following workers:
- holders of corporate offices of administration and control expressly provided for in Interministerial Decree No. 850 of May 11, 2011;
- entrepreneurs who intend to implement an investment plan of interest to the Italian economy, involving the use of their resources of no less than €500,000, as well as the creation of at least three new jobs;
- foreign nationals who intend to establish “innovative start-up” enterprises under Law No. 221 of December 17, 2012, in the presence of the requirements provided by the same law and who hold an employment relationship of a self-employed nature with the enterprise.
- freelancers who intend to practice regulated or supervised professions, or unregulated but nationally represented professions;
- artists of clear reputation or high and well-known professional qualification, hired by public or private entities, having the requirements expressly provided for in Interministerial Decree No. 850 of May 11, 2011;
Italy is working on a long-term basis to tackle the issue of labor shortage. This is why it has last year announced first time the Decreto Flussi quota for the consecutive three years for 2023, 2024 and, 2025. The total numbers during these three years have been set aside as 452,000. This year alone 151,000 foreign nationals will make it to the labor market of Italy.

In addition, 20,000 quotas are reserved for citizens of other countries for which no migration agreements are yet in force, but they will come into force in the coming months.
In this regard, it is recalled that on 20 November the Memorandum of Understanding between Italy and Tunisia came into force by which a quota of 4,000 entries for non-seasonal subordinate work will be reserved for Tunisian workers.
Italy will give 10,000 extra work visas under the Decreto Flussi 2024 program to Indians starting from 1 April 2024. There will be 6,000 work visas under nonseasonal whereas 4,000 are seasonal categories.
