In his written statement to the biggest Canadian immigration website CIC, the immigration minister of Canada said,

“Today, I am pleased to announce that Express Entry draws have officially resumed and applications will be processed at our 6-month processing standard. I want to thank the candidates from around the world for their patience, as we worked to reduce the backlog before resuming Express Entry draws. I look forward to welcoming skilled workers who will be essential in addressing Canada’s labor shortages.”

Most of the candidates applying from outside of Canada fall under the Federal Skilled Worker Program. So it simply means many had not been able to apply for long for the Express Entry immigration stream. This all immigration program draw will indeed help such candidates to apply for permanent residency through FSWP.

Due to the COVID-19 pandemic, IRCC suspended the Federal Skilled worker program (FSWP) and Federal Skilled Trade Program (FSTP) immigration draws in December 2020. IRCC kept on issuing invitations to apply for draws for Canada Experience Program (CEC) and ProvincialNominee Program (PNP) even after that. Again in September, IRCC also stopped issuing draws for CEC and only continued for PNP draws.
