Canada announces a new immigration policy for 2021, 2022, and 2023. Canada will give more than 1.2 Million visas in the next three years.
On October 30, 2020, the Honourable Marco Mendicino, Minister of Immigration, Refugees and Citizenship, tabled the 2021‒2023 Immigration Levels Plan that will allow 401,000 immigrants in 2021, 411,000 in 2022, and 421,000 in 2023.
The 2021-2023 Immigration Level Plan aims to welcome about 60% of the economic class (PR and work visas) of all immigrants.There were 64% fewer permanent residents in August than in August 2019. The candidate was unable to travel to Canada before his immigration documents expired due to travel restrictions and other barriers related to the coronavirus.

The people who are exempted from these conditions are:
- Canadian citizens (including dual citizens) or permanent residents
- certain people who have been approved for Canadian permanent residence
- certain temporary foreign workers
- certain international students
- protected persons
- immediate family members of Canadians
- extended family members of Canadians
- people coming to Canada for compassionate reasons
