The Italian government has opened the pre-filling of the applications clearance under “Decreto Flussi 2025” from 1 to 30 November. A total of, 181,450 quota has been set aside for this year.
Candidates are interested in working under seasonal or non. seasonal categories will be able to benefit from it. Additionally, people willing to start a business in Italy can also benefit from the allocation of 730 entries.
The “Decreto Flussi” (immigration flow) is issued every year and provides for the number of foreign citizens who can enter Italy to carry out non-seasonal, subordinate work, and self-employment.
Guidelines for 2025 Entry of Foreign Workers in Italy
The Ministries of the Interior, Labor and Social Policies, Agriculture, Food Sovereignty and Forestry, and Tourism have issued new guidelines for the 2025 entry process for foreign workers. These instructions come as part of recent changes made by Legislative Decree 145/2024.
Decreto Flussi 2025 Entry Quotas
For the year 2025, the Italian government has approved the following quotas for foreign worker entries:
- 70,720 entries for non-seasonal employment;
- 730 entries for self-employed individuals;
- 110,000 entries for seasonal employment;
Application Process and Dates
Starting from November 1 to November 30, employers can begin pre-filling their clearance applications on the Ali Services Portal, managed by the Ministry of the Interior. Formal submission of applications will open on three specific “click days”—February 5, 7, and 12, 2025—depending on the type of worker being hired.
The system will be available from 08:00 to 20:00 every day of the week, including Saturdays and Sundays.
Pre-filling will be possible:
- from 1 to 30 November 2024, for the click days of 5, 7, and 12 February 2025 respectively.
- from 1 to 31 July 2025, limited to applications relating to the click day of 1 October 2025, dedicated to seasonal work in the tourism-hotel sector.
Applications can be submitted starting on specific dates and times, using only the standard electronic methods:
- For non-seasonal subordinate workers: applications open at 9:00 am on February 5, 2025.
- For non-seasonal subordinate workers in the family assistance and social assistance sectors: applications open at 9:00 am on February 7, 2025.
- For the agricultural sector: applications open at 9:00 am on February 12, 2025.
- For the tourism and hotel sectors: applications open in two stages:
- 70% of the total seasonal quotas: from 9:00 am on February 12, 2025.
- The remaining 30%: from 9:00 am on October 1, 2025.
Additionally, beginning February 7, 2025, at 9:00 am, a new experimental program will allow applications for up to 10,000 workers in the family or social healthcare sector (for assisting disabled or elderly people). These applications are separate from the quota system and are only available for 2025.
Requirements for Application Submission
To access and use the Ali Services Portal, both a SPID (Public Digital Identity System) or CIE (Electronic Identity Card) are required for all Decreto Flussi streams. Employers will also need a PEC (Certified Electronic Mail) address registered as a digital domicile for all communication throughout the application process.
Pre-check with Employment Centers
Employers planning to hire non-seasonal foreign workers from abroad must first verify with the local Employment Center if there are any qualified candidates already residing in Italy.
If the Employment Center does not respond with available candidates within eight days of the request, the employer may proceed under the assumption that no local candidates are available.
The circular also includes:
- A form for the Employment Center verification request.
- A self-certification form for cases where the Employment Center does not respond sends an unsuitable candidate, or the candidate does not attend the interview.
