Decreto Flussi 2025 Quota for seasonal and nonseasonal work visas

Since the government has announced Decreto Flussi 2025 pre-filling, the quota distribution for seasonal, nonseasonal, and self-employment has also been released. According to the “Italian Interior Ministry“, 181,450 non-EU citizens can apply for a work visa under this immigration stream.

The major allocation distribution is as follows:

  • 70,720 for non-seasonal subordinate work;
  • 730 for self-employment;
  • 110,000 for seasonal work.

Nonseasonal work professions

The allocated quota of 70,720 is to be used to recruit the workers in demand in professions such as:

  • freight transport for third parties,
  • construction sector,
  • tourist-hotel,
  • mechanical sector,      
  • telecommunications,
  • feed,
  • shipbuilding sector,
  • passenger transport by bus,
  • fishing,
  • hairdressers,
  • electricians, and
  • plumbers.

Seasonal work professions

The total quota of 110,000 for the following seasonal work professions is allowed:

  • Agronomist,
  • Agrotechnician,
  • Laboratory analyst of the agri-food industry,
  • Poultry farmer,
  • Agri-food technician,
  • Cellarman,
  • Direct farmer,
  • Farm operator (professional agricultural entrepreneur),
  • The driver of food processing plants,
  • The driver of agricultural machinery,
  • Environmental Consultant,
  • Oenologist,
  • Fruit grower – Frantoiano,
  • Specialized agricultural worker (farm worker),
  • Horticulturist,
  • Pruner.

Family and healthcare quota guidelines

Special Conditions for the Seasonal Work Quota

Priority Allocation of Quotas

Seasonal work quotas in the agricultural and tourist-hotel sectors are assigned with priority to applications submitted by employers’ organizations within these sectors. These applications are reviewed in chronological order by the One-Stop Shop for Immigration for issuing the relevant authorization.

Once the quotas reserved for applications submitted by employers’ organizations are exhausted, other seasonal work applications will be processed. These applications are also reviewed chronologically through the same computerized system.

Multi-Year Seasonal Workers

The Consolidated Immigration Act (Art. 5, Co. 3-ter, and Art. 24, Co. 11) allows for a three-year residence permit for seasonal work if the worker has entered Italy for seasonal employment at least once in the past five years. Key details include:

  • Employer Flexibility: The new application can be submitted by a different employer.
  • Duration Flexibility: The permit duration depends on the new work-related residence contract, not necessarily the worker’s previous permit.

Priority for Returning Seasonal Workers

Seasonal workers who have previously worked in Italy within the last five years gain priority for re-entry if they meet the following conditions:

  • They adhered to the terms of their residence permit.
  • They left Italy upon the permit’s expiration.

This priority applies whether they return to work for the same employer or a new one.

The application form for clearance will require specific details about the worker’s prior employment, including:

  • Previous employment records.
  • Details of the earlier residence permit or insurance.
  • Information regarding mandatory communications from the previous employer.

Role of Employers’ Associations

Employers’ associations do more than just forward applications. On behalf of employers, they must complete the following tasks:

The Ministry of Labour and Social Policies monitors these associations to ensure compliance. They assess the data on employment relationships initiated through checks with the mandatory communications system.

Simplified Procedures for Protocol-Adhering Organizations

Under Article 24 bis of the Consolidated Immigration Act (TUI), employers’ organizations in the agricultural and tourist-hotel sectors that have signed the Memorandum of Understanding (dated October 1, 2024) with the Ministry of Labour benefit from a streamlined process:

  • Instead of a formal work permit request, the employer submits a proposal for a residence contract to the One-Stop Shop for Immigration.
  • This proposal is electronically transmitted to the relevant diplomatic-consular offices to facilitate visa issuance.
