Italy has officially confirmed the Decreto Flussi 2027 Clickdays, giving Italian employers four separate dates to submit applications for hiring foreign workers. The submission process will begin on 12 January 2027 and continue through three additional click days in February.
However, employers must complete an important preparation stage before these dates. According to the Italian government’s Circular No. 7185, issued on 1 October 2026, online application pre-filling will begin on 23 October 2026 and close on 7 December 2026.
The procedure covers seasonal agricultural workers, tourism workers, non-seasonal employees and family assistance workers. Each category has its own application form and submission date.
Employers must use the Ministry of the Interior’s online ALI portal to prepare and submit their applications. Completing an application during the pre-filling period does not automatically secure a work permit or a place within Italy’s immigration quotas.
Four Click Days
The Decreto Flussi 2027 Clickdays are scheduled for January and February 2027. Each submission window opens at 9:00 a.m. Italian local time.
Official Clickday Schedule
| Clickday | Employment category | Application form |
| 12 January 2027 | Seasonal agricultural workers | C-Stag agricolo |
| 9 February 2027 | Seasonal tourism and hotel workers | C-Stag turistico |
| 16 February 2027 | Non-seasonal employees in eligible sectors | B2020 |
| 18 February 2027 | Family assistance and domestic care workers | A-bis in quota |
The first click day covers workers recruited for seasonal agricultural activities. The second is intended for seasonal employment in tourism and hospitality businesses.
The third date applies to non-seasonal employment in sectors permitted under the immigration decree, including qualifying manufacturing, construction, transport and other business activities.
The fourth date is reserved for non-seasonal employment involving family assistance, including eligible domestic care arrangements.
These four dates apply to the specified employee categories. The programme’s separate self-employment allocation follows different requirements and should not be confused with these application windows.
Pre-Filling Dates
Before the official click days, Italian employers must prepare their applications through an online procedure known as precompilazione.
For Decreto Flussi 2027, this process begins in October 2026, several months before the first applications can be formally submitted.
Application Preparation Timeline
| Stage | Date and time | What happens |
| Pre-filling opens | 23 October 2026, 9:00 a.m. | Employers can begin preparing applications |
| Pre-filling closes | 7 December 2026, 8:00 p.m. | Initial preparation period ends |
| Portal unavailable | 8 December 2026 | Pre-filling section cannot be accessed |
| Limited reopening | 9 December, 9:00 a.m. โ 13 December 2026, 8:00 p.m. | Existing applications can be completed, corrected and saved |
| Clickday submissions | JanuaryโFebruary 2027 | Prepared applications can be formally submitted |
| Final submission deadline | 31 December 2027 | Further applications possible if relevant quotas remain available |
During the initial pre-filling period, the ALI portal will be available 24 hours a day, including weekends and public holidays.
Employers can enter worker details, complete the required fields and prepare supporting information before their designated click day.
However, pre-filling is not the same as submitting an application. An application must subsequently be transmitted electronically to the immigration authorities.
December Reopening
One important feature of the Decreto Flussi 2027 application timetable is the additional preparation window from 9 to 13 December 2026.
The government has introduced this limited reopening to help employers whose applications require additional information retrieved automatically from government databases.
Some data may not become available immediately during the initial application process. According to the official instructions, certain information can take up to six days to be retrieved.
During this additional period, employers will be able to review automatically retrieved information, correct existing entries, complete unfinished sections and save their applications.
New applications cannot be started during the December reopening.
Employers who have not initiated their applications by 7 December 2026 cannot use the reopening period to begin a fresh clickday application.
Application Status Matters
One of the most important requirements is ensuring that the completed application has the correct status in the ALI portal.
The system uses different statuses to identify whether an application is ready for submission.
| Portal status | Meaning |
| Da validare | The application requires verification or activation |
| Da completare | The application is still incomplete |
| Da inviare | The application is ready for formal submission |
To prepare for the click day, employers must complete all required fields, save the application and verify that its status has changed to โDA INVIAREโ.
An application that remains incomplete may not be ready for submission when its click day begins.
The government specifically advises applicants to save the form again after completing all the required information. Employers should therefore check the final status well before January or February 2027.
How Employers Apply
The online procedure for Decreto Flussi 2027 Clickdays takes place through the Italian Ministry of the Interior’s Portale Servizi ALI.
The portal allows employers and authorised representatives to prepare work authorisation requests, verify applicant information and submit completed applications.
Online Application Steps
| Step | Required action |
| 1 | Open the official ALI portal |
| 2 | Select Area riservata |
| 3 | Log in using SPID or CIE |
| 4 | Open Sportello Unico Immigrazione |
| 5 | Select Compila domande Decreto Flussi 2026-2028/Click Day |
| 6 | Choose the correct employment application form |
| 7 | Complete the preliminary employer verification |
| 8 | Receive and enter the PEC activation code |
| 9 | Complete the application and save it |
| 10 | Verify the DA INVIARE status and submit on the relevant click day |
The preliminary verification requires information about the employer or company, including the applicable Italian tax identification numbers.
For the family assistance application, the portal also asks whether the applicant is an individual or a legal entity.
The system checks the relevant employer information using connected government and business databases.
Following successful verification, an activation code is sent to the employer’s registered PEC, Italy’s certified electronic mail system.
The employer must enter this code before proceeding with the application.
Some application fields are populated automatically using information available from government databases, while other details must be entered manually.
Employers should ensure that their digital identity, company information and registered PEC details are correct before beginning the process.
Employer Requirements
Submitting an application on a Decreto Flussi 2027 Clickday requires more than simply completing an online form.
The employer must be genuinely offering employment that falls within the permitted immigration category.
Depending on the employment route, the authorities may examine the employer’s business activities, financial capacity, proposed employment conditions, accommodation arrangements and other supporting documents.
For non-seasonal employment, including qualifying family assistance applications, employers generally must first check whether a suitable worker is already available in Italy through the competent Centro per l’Impiego, or employment centre.
Under the applicable procedure, the preliminary labour-market check may be considered unsuccessful if the employment centre does not identify suitable available workers within eight calendar days, subject to the relevant legal conditions. Seasonal employment follows different rules for this preliminary check.
Where required, employers must also obtain an asseverazione, a professional assessment confirming compliance with relevant employment conditions.
Application Limits
Italian immigration legislation generally limits an employer applying directly under the relevant procedures to three work authorisation requests.
However, this numerical limit does not apply in the same way to applications submitted through certain authorised employer organisations, professionals and employment agencies.
Those intermediaries remain subject to other rules, including requirements linking application numbers to the employer’s business capacity.
This distinction is especially important for employers planning to recruit several foreign workers.
Clickday Submission
On the designated click day, employers must access the ALI portal and electronically transmit their prepared applications. The system opens at 9:00 a.m. Italian time.
The clickday stage is intended for submitting applications already prepared during the pre-filling period, rather than creating or correcting applications at the last moment.
Submission timing matters because applications are generally processed according to their chronological order of arrival within the applicable quota arrangements.
The authorities also allocate immigration quotas by employment category and geographical area.
Consequently, the existence of a national quota does not mean every application will receive an available place.
Submitting an application immediately after the portal opens may improve its position in the chronological process, but it does not guarantee approval.
Employers must still satisfy the required employment and immigration conditions.
Missing a Clickday
An employer who does not submit an application on the first available click day may still have an opportunity to apply later.
The Italian government has confirmed that applications can be submitted until 31 December 2027, provided the relevant quotas remain available.
The ALI portal also states that new applications may be prepared and submitted starting on the day after each category’s click day.
For example, an employer who misses the January agricultural click day may subsequently submit an application if the system permits it and the relevant quota remains available.
However, employers should not assume that places will remain available throughout the year. The final submission deadline is not a guarantee of quota availability.
After Submission
Once an application has been submitted, the competent immigration authorities examine it under the applicable procedures.
The process involves the Sportello Unico per l’Immigrazione, which handles work authorisation applications.
Quota availability, employer eligibility, supporting documentation and other immigration requirements remain relevant.
If the request is approved, the authorities may issue a nulla osta, the work authorisation required for the next stage of the standard employment immigration process.
The foreign worker can then proceed with the appropriate Italian work visa application through the responsible embassy or consulate. A nulla osta is not itself an entry visa.
Two Important Deadlines
The October 2026 government circular also highlights two important 15-day deadlines connected with employment immigration procedures.
| Requirement | Deadline |
| Employer confirmation of the work authorisation request following notification that visa checks have concluded | 15 days |
| Signing the residence contract after the worker enters Italy | 15 days after entry |
| Employer’s electronic transmission of the signed residence contract | Within the same 15-day period |
An employer who fails to provide the required confirmation within the specified period risks having the work authorisation request treated as rejected. An authorisation already issued can also be revoked.
Employers are additionally required to keep the foreign worker informed about communications received concerning the work authorisation procedure.
These requirements make it important for employers and workers to remain in contact even after the initial application has been approved.
What Workers Should Know
Foreign workers interested in Decreto Flussi 2027 should understand that the standard employment application is initiated by an eligible employer in Italy.
A worker living abroad cannot normally submit the initial quota-based employment request independently.
Instead, the worker must have an Italian employer willing to offer qualifying employment and complete the necessary immigration procedures.
Workers should confirm that their employer understands the relevant clickday date and has selected the correct application form.
They should also verify that the proposed employment is genuine and that the employer has not confused the pre-filling stage with the final submission stage.
Workers should be cautious about promises of guaranteed visas or automatic quota allocations. Neither completing a form nor receiving an application submission confirmation guarantees entry into Italy.
Quotas and Background
Italy’s Decreto Flussi is the government’s system for regulating the admission of non-EU nationals for specified types of employment. The programme operates through annual immigration quotas, employer applications and work authorisation procedures.
For 2027, Italy has authorised 165,850 employment-related entries, including 89,000 seasonal workers, 76,200 non-seasonal employees and 650 self-employed applicants. The non-seasonal allocation includes 14,000 places for family assistance workers. These figures are authorised entry ceilings, not confirmed job vacancies or visas already issued.
The quotas form part of Italy’s immigration programme for 2026โ2028, established by the decree dated 2 October 2025. Eligible workers may come from countries covered by the relevant decree provisions and migration cooperation arrangements, including Pakistan, India, Bangladesh, Sri Lanka and several other countries. Kenya has also been included from 2027 following a migration agreement signed with Italy on 2 July 2026. Nationality rules vary by employment category.

Final Advice
The most important step for employers planning to participate in Decreto Flussi 2027 is to complete their application preparations before the official click days.
The pre-filling window opens on 23 October 2026 and closes on 7 December 2026. Employers should use this period to verify their credentials, prepare the correct application, complete any required employment checks and confirm that the form is ready for submission.
The four Decreto Flussi 2027 Clickdays begin on 12 January and conclude on 18 February, with different dates for different employment categories.
Applications may continue after the relevant click day while quota places remain available, but early preparation and accurate information are essential.
