Germany needs 400,000 skilled workers per year; new immigration law to come in Autumn

Germany is severely facing a shortage of labor. This leads the government offices to introduce new immigration law to overcome this issue. Germany is severely affected by demographic change. As a result, there is currently a record number of vacancies on the job market. Currently, there are about 1.8 million and in the coming years, it could be even more.

The labor minister Hubertus Heil and Nancy Faeser want to introduce a law to make it easier for skilled workers to immigrate to Germany in the coming autumn. They also want to create incentives to get the long-term unemployed back into work and qualify them for the relevant jobs. They plan to present a draft law together with Interior Minister Nancy Faeser (SPD) in autumn to make it easier for skilled workers to come to Germany.

Due to demographic change, there are 350,000 fewer people of working age in Germany. If this trend continued, there would be third fewer workers in Germany by 2060. To balance that, it would need net immigration of 400,000 people a year. In order for this to be achieved, an estimated 1.6 million new arrivals are necessary.

The experts only see the labor market integration of refugees as a suitable means of countering the shortage of skilled workers to a limited extent. On the one hand, this is due to the fact that in this case there is no corresponding preparation for integration into the labor market, says Brücker. “50 percent of the refugees who came in 2015 are now in the labor market. That is definitely a success, but it took a long time, also because of the lengthy asylum procedures.” On the other hand, there were also problems with integration, reports Winter, who claims to have hired 250 to 300 refugees herself since 2015.

On March 1, 2020, the Skilled Immigration Act came into force. It provides for accelerated procedures for the recognition of foreign professional qualifications. Criticism of this came from the spokesman for labor market policy for the FDP parliamentary group in the Bundestag, Johannes Vogel. He spoke of a “poor” law that does not come close to doing justice to the importance of the task. “We finally have to get better in the global competition for talent – and for this, we need modern immigration law with a point system, like Canada and New Zealand have been doing for a long time.”
