The historical temporary resident to permanent resident status stream has started today on 6 May. IRCC has also issued the guidance package for the application process. Essential workers, international students, and French speakers who are living in the country can now change their status to permanent residents by fulfilling some easy requirements. A total of 90,000 candidates will be able to benefit from these programs in total. This temporary stream will only run till 5 November 2021 and applications received after that will not be processed.
Who can apply?
Candidates with work experience: You can apply for this PR program if you have work experience in Canada in an essential occupation, the health or health services field, or you have recently graduated from a Canadian post-secondary institution. Both types of candidates either Graduates or workers must be present in Canada and currently working (with legal authorization) at the time of their application
Language Proficiency: The candidates must show that they have proficiency in one of Canada’s official languages and meet general admissibility requirements to qualify.

How to apply?
As per the guidance of the IRCC, there is a specific way to apply for the PR program. Following are the details of how one can apply?
1- Supporting documents
Following are the mandatory and dedicated portal wise supporting documetn syou need to present at the time of PR application:

- You must show and proof of your legal entry status in Canada. You must also show that you are now a legal temporary resident in the country;
- You must also prove that you are currently working in Canada with a work permit. An employer letter is also required to present mentioned your workplace, salary and annual benefits, job duties, agreement dates and duration, and employer’s details, etc;
- A certificate of minimum language requirements in French or English (you can find details in the requirements section below);
- If you are applying under Stream A (healthcare) and Stream B (essential non-healthcare), you must also include Copies of your T4 tax information slips and your Notice of Assessment (if applicable), or Work contracts, or Pay stubs;
- If you are applying undergraduate stream, you must show that you have completed your studies in Canada. A final transcript, a letter from the institution, and/or a formal notice of graduation are required. In addition, you must also show the type of credential granted (degree, diploma, certificate, or attestation), the length (in weeks, months, or years) of the program of study, a study permit, the name of the school that granted the degree, diploma, certificate, or attestation.

A complete guide, category-wise for the 6 eligible streams
Immigration, Refugee, and Citizenship Canada (IRCC) has opened a pathway to 90,000 essential workers and international student graduates on temporary status in Canada today. Furthermore, 3 programs are available that will attract an unlimited number of potential French speakers. These programs apply to eligible temporary residents who need to immigrate to any Canadian province or territory other than Quebec. These programs are available for a shorter time period until 5 November 2021 or until the intake cap is reached. In these programs, 40 eligible healthcare occupations, plus an additional 95 eligible occupations for other essential workers across a range of industries for example construction, agriculture, and sales are available.
Candidates can add their family members/dependents on their applications, in any case, whether they are in Canada or not. Each name on the application should be admissible to Canada, meaning they have to fulfill the general criminality and medical criteria. The following given information is eligibility criteria for every 6 new programs:
1- Eligibility requirements for “International Student Graduates“
Canada is looking to collect 40,000 recent international student graduates as permanent residents.
Education
To qualify, the candidates are required to have:
- graduated from a post-secondary Designated Learning Institution (DLI) after Jan 2017, and before his case submission. He also has to hold a job in Canada at the time of his application submission. Self-employed work is not eligible.
The candidate’s studies may have been completed at a DLI in Quebec, but he has to be applying to stay in any other province. In routine, the courses must not be shorter than 8 months in time. From a time period point of view, an attestation of Vocational Specialization (AVS) or Diploma of Vocational Studies (DVS), each course of study must be a minimum of 900 hours in the time period and the combined program of study must be a minimum of 1800 hours.
Language proficiency
Canadian Language Benchmark (CLB) 5 in English or French is required in all 4 (reading, writing, speaking, and listening) language skills.
2- Eligibility requirements for “Essential Worker in Healthcare”
In 2021, International Refugees and Citizenship Canada are looking to admit at least 20,000 new permanent residents, via essential workers in the healthcare stream.
General requirements
In most economic-class immigration programs, the candidate needs to have skilled work experience to participate- however this is not the case for this program, the candidate just required to have 1 year of Canadian experience in an eligible occupation.
This track holds up to 40 eligible occupations, which include nurses, physicians, and pharmacists. This category also includes some social work-related occupations such as social workers, social and community service workers as well as domestic helpers. Veterinarians and veterinary technicians are not qualified for this route.
Work experience
The candidate is required to have a minimum of 12 months of eligible full-time work experience (1,560 hours) within the 3 years leading up to his application date, he has to be employed in any occupation at the time of case submission. Important to remember is that he cannot be self-employed unless he is a medical doctor in a fee-for-service with a health authority.
Language proficiency
Canadian Language Benchmark (CLB) 4 in English or French is required in all 4 (reading, writing, speaking, and listening) language skills. Finally, he has to be destined for any Canadian province or territory other than Quebec.

Work expreience
The candidate needs a minimum of one year of full-time work experience within three years prior to his application. At the time of his application, he must be employed, but according to the government language it can be “in any possession”. Self-employment is not eligible.

French-speaking international student graduates pathway is a new track. This is for recent French-speaking international student graduates who are in Canada. The applicant may not intend to go to Quebec, but he may still be eligible for a Quebec-based education program.

For this stream, the candidate will require a minimum of 12 months of full-time work experience in Canada completed within 3 years of his application. His work experience should be in one of 40 eligible health care and social work occupations.
Language proficiency
Niveaux de compétence linguistique canadien (NCLC) 4 in French is required in all 5 (reading, writing, speaking and listening) language skills.
Employment
At the time a candidate is going to submit his case, he must have to be employed in any occupation eligible for the program (mentioned below in the occupations list), he cannot be self-employed unless he is a medical doctor in a fee-for-service with a health authority.
