Italy has announced its biggest immigration program Decreto Flussi 2023. According to this, seasonal and nonseasonal workers will be able to go to Italy on a work visa in 2023. According to the press release issued by the Government, in 2023 about 82,570 non-EU (non-EU) workers will be able to enter Italy. For the agricultural and tourist-hotel sectors, the number of seasonal workers is 44,000 people. While for “non-seasonal subordinate work and self-employment reasons”, 38,705 non-EU citizens are permitted. The Decreto Flussi program provides entry quotas for seasonal, self-employed, and subordinate workers.
Starting at 9.00 AM on 27 March 2023, all applications for seasonal or nonseasonal work can be submitted according to Decreto Flussi program.
The Minister of the Interior, Matteo Piantedosi, a few days ago announced that some quotas are reserved for workers from countries with which cooperation agreements on migration will enter into force.
Also more quotas for workers who have completed training programs in the countries of origin and for applications presented by professional organizations of employers who have taken the commitment to supervise the process of hiring workers.
At the end of 2022, the new Flow Decree 2023 was voted on and accepted, which brought about big changes not only in terms of numbers but also in terms of obligations on the part of Italian companies.
How does the application system work?
For the Decreto Flussi program, the applications will be taken into consideration by the Immigration Office and by ANPAL on the basis of the protocol order so as to identify the worker suitable for covering the job. Once the candidate has been chosen, the employer and the foreigner will be summoned to deliver the authorization and sign the employment contract. Only now will the person be able to enter Italy and remain there for the entire duration of the employment relationship.
Decreto Flussi of Italy is considered one of the major immigration programs they run for non-EU nationals. The “Decreto Flussi” (immigration flow) is issued every year and provides for the number of foreign citizens who can enter Italy to carry out non-seasonal, subordinate work, and self-employment. A special “Decreto Flussi” is envisaged for seasonal workers. “Decreto Flussi” visa system works under Legislative Decree 286/98 art. 5, 24, and 26 and DPCM flow 2008.
New changes for employers this year
The provision, referring to 2022, also provides for something new for employers. This explains as Italian employer intending to hire a non-EU citizen from abroad must, first of all, verify with the competent employment center the unwillingness of other workers already present on the national territory to cover the role requested. He must do so according to the methods set out in the specific operational note prepared by the National Agency for Active Labor Policies (ANPAL). In this regard, the Agency has announced that it will soon make available a staff request model to the Employment Center by the employer, in order to ensure uniform application throughout the national territory.
Application requirements
Applying for the Decreto Flussi 2023 is not that difficult. Furthermore, there are no set-aside requirements for seasonal visas of Italy. Even Italian language proficiency does not come into force or hurdle. There is also no set-aside parameters for educational qualification as it is agricultural work so it does not matter if you have a Bachelor’s degree or a diploma. For non-seasonal visas, there are certain requirements one has to fulfill before applying.
How to apply for a seasonal work visa?
If you are a national of one of the eligible countries, you will need a job offer from an Italian agricultural company or an employer. Once deals are done between you and your employer, the employer will submit the application for work visa permission to the interior ministry official. Once he receives the decision, he will forward it to you to represent it with your personal documents in the embassy of Italy in your country of origin. Upon receiving the work visa decision and your personal documents, the embassy will stamp you the work visa of 9 months of maximum for the purpose of agricultural or touristic work in Italy.
Documents required to apply for the Decreto Flussi 2023
Italian Prime Minister Giorgia Meloni also announced that this proposal does not necessarily have to be congruous with one’s professional profile because it is not correct, in her opinion, for people to ‘live off the backs of the community while awaiting the work of their own dreams’. Employers will therefore probably only have to respect the agreements of the professional category contracts.
The documents that the employer must present are the following:
- chamber of commerce registration;
- DURC;
- latest balance sheet of the company;
- personal documents of the employer and related contacts;
- latest UNIQUE model;
- indications relating to the contract that will be stipulated (CCNL, working hours, salary…);
- documents relating to the protection of privacy;
- current number of employees of the company;
- indication of the Consulate where the request will be made;
- €16 revenue stamp.

- certificate of housing suitability and address in Italy.

What is the SPID?
SPID is the access system that allows you to use the online services of the Public Administration and accredited private individuals with a unique digital identity. If you already have a digital identity, log in with your manager’s credentials. If you don’t have a digital identity yet, request it from one of the managers.

- Carry out the recognition of your choice between in-person, online, or via CIE, CNS, or digital signature.
