Permanet Immigration set at 50,000: Quebec’s immigration level plan for 2025

Quebec has announced a permanent immigration plan of 50,000 for 2025. The province will admit between 48,500 and 51,500 immigrants next year. On 31 October, Jean-François Roberge, the Quebec minister of immigration announced this immigration level plan.

The new allocation of the immigration plan has been set aside as follows:

In 2025, it’s expected that about 79% to 80% of all immigrants will know French when they arrive. For main applicants in economic immigration programs, this number goes up to 95%.

The provincial government government has also suspended the Regular Skilled Workers Program (RSWP) and Quebec graduates.

The Quebec government expects that pausing the program will reduce the number of Quebec Selection Certificates (CSQs) given to PEQ Graduates, from an expected 14,500 in 2024 down to about 4,500 to 5,700 in 2025.

This pause is also expected to lower the number of permanent resident (PR) admissions through the PEQ program. Without the pause, the 2025 estimate was 15,000 to 19,000 admissions. With the pause, this is now expected to be between 13,500 and 15,000. These changes are planned to stay in effect until June 30, 2025, at the latest.

The Federal Canadian Government has also announced on 24 October the Immigration Level Plan from 2025-2027.
