Quebec is the second-largest province of Canada in terms of newcomer immigrants according to last year’s statistics. Receiving 51,130 candidates from around the world, it remained behind only Ontario (137,335).
The same trend will continue this year and according to the immigration ministry of Quebec, it will release new 24,700 selection certificates and 44,500 permanent residency permits in 2020 (a press release on Wednesday 31 October).
The press release mainly focuses on:
- quota distribution among permanent residencies and CSQ
- efforts to bring back the admissions limit to 50,000 (where it exactly was in 2018)
- emphasis on the integration of newcomers for their settlement in the provincial society
“As usual, 59% of the main acceptances in Quebec in 2020 are planned to come through the Quebec Skilled Worker Program (QSWP)”.
The increase of 2700 in quota reflects the efforts of The Coalition Avenir Quebec (CAQ) towards strong and maintained progressive immigrations system in the province. Addressing the previous cut down of 20% in immigration quota has been named as the best possible effort for the integration of new immigrants into the French-speaking society of the province, says ‘CAQ’.
Around 71% of all acceptances should be chosen by the province itself according to the provincial government.
“The immigration minister in Quebec, Simon Jolin-Barrette, hopes the quota level could get back to 50,000 as it was in 2018”.
The admission limit for economic immigration has been set by Quebec’s ministry from 25,500 to 26,300 including 22,000 skilled workers. There is a limit of 3,600 for new acceptances related to business immigration programs the Quebec Entrepreneur Program and the Quebec Self-Employed Worker Program. For “other economic categories”, 700 number limit has been set.
The rest of these new acceptances for permanent residences with a total of 18,200, will be issued to family sponsorship, refugee and other immigration programs.

What about the “Selection Certificate” targets in Quebec 2020?
According to the “Canada-Quebec Accord” the province is allowed to choose all the economic class immigrants and certain refugees. These selected candidates are given CSQ (Quebec Selection Certificate) and after that, they will be able to apply directly to the government of Canada for a long-term permanent residency.
The plan provided by Quebec for 2020 is issuing 20,100 to 24,700 selection certificates. Once again, the majority (15,000) of which will be given to the skilled workers.
