U.S. Citizenship and Immigration Services (USCIS) has announced a set of new immigration fees that will take effect beginning July 22, 2025. These changes, stemming from provisions in the H.R. 1 Reconciliation Bill, apply to a range of immigration forms and benefit requests.
Under the updated policy, USCIS will only accept applications that include the correct new fees for any requests postmarked on or after July 22. Applications submitted without the appropriate fees after August 21, 2025, will be rejected.
These USCIS new immigration fees include:
- $100 for Form I-589 (Application for Asylum and for Withholding of Removal).
- Annual Asylum Fee (AAF) of $100 for individuals with a pending asylum application, required each calendar year while the case remains unresolved.
- Employment Authorization Document (EAD) fees for certain categories:
- $550 for initial applications
- $275 for renewals or extensions
- A $275 EAD fee for certain re-parole situations after Form I-131 approval.
- $550 for initial applications
- $250 for Special Immigrant Juvenile petitions filed under Form I-360.
- An increase in the TPS registration fee, raising the cost for Form I-821 from $50 to $500.
The US Immigration Department, USCIS, will send individual notices to asylum applicants when their annual fee is due, explaining how to pay and outlining the consequences of nonpayment. Future guidance will provide instructions for subsequent annual payments.
The agency also clarified changes to the validity period of certain EADs. For parolees and TPS recipients, employment authorization will now be granted for no more than one year, or the duration of their respective status—whichever is shorter.
Importantly, these new charges do not replace existing USCIS fees. Instead, they are in addition to the current fees listed in 8 CFR part 106. While applicants can still request fee waivers for existing charges via Form I-912, the new H.R. 1 fees are non-waivable and must be paid in full.
