Italy has announced 136,000 new visas through Decreto Flussi 2023 for seasonal and non-seasonal categories. This is a part of the Italian government’s new policy of announcing the quota for 2023, 2024, and 2025 in advance. For reasons of non-seasonal subordinate work in certain sectors (e.g. transport, construction, tourism-hotel, and telecommunications) and self-employment, a 53,450 quota has been set aside for 2023. On the other hand, for seasonal subordinate work in the agricultural and tourism-hotel sectors 82,550 quota has been permitted for citizens of below mentioned countries.

Decreto Flussi 2023 start dates
Applications can be submitted for the seasonal and non-seasonal visas with the following details:
- for subordinate permit applications for subordinate work reserved to citizens of countries that have cooperation agreements with Italy can be submitted starting from 9 a.m. December 2nd, 2023.
- the rest of the subordinate permit applications can be submitted starting from 9 a.m. December 4th, 2023
- seasonal work permit applications can be submitted starting from 9 a.m. December 12th, 2023.
- applications can be submitted until 31 December 2023.
Decreto Flussi 2023 Eligible Job Sectors
The following job sectors have been set aside as eligible for the immigration program:
- freight transportation on behalf of third parties,
- building,
- hospitality and tourism,
- mechanics,
- telecommunications,
- food,
- shipbuilding,
- transportation of passengers by bus,
- fishing,
- hairdressing,
- electricians,
- plumbers,
- family care and support services.
Where to apply for the Decreto Flussi 2023?
The application must be pre-filled and sent by the employer on the online platform of the Ministry of the Interior: https://portaleservizi.dlci.interno.it/AliSportello/ali/home.htm
Once the employer gets the confirmation from the government for the successful visa, he will send this to the applicant and then the applicant can apply for a visa in the Italian embassy or consulate in his/her country of origin.
Decreto Flussi 2023 Quota details for non-seasonal visas
Entries within the quotas for non-employment, employment seasonal, and self-employed:
1. They are admitted to Italy, within the overall quotas indicated in art. 5, for non-seasonal subordinate work reasons in the sectors of road haulage for third parties, construction, tourism-hotel, mechanics, telecommunications, food, shipbuilding and passenger transport with buses, fishing, hairdressers, electricians and of plumbers and self-employed workers, resident foreign citizens abroad within 53,450 units for the year 2023, of which 52,770 for work subordinate and 680 for self-employment.
2. Within the quotas indicated in paragraph 1, for each year are admitted to Italy for non-subordinate employment reasons seasonal and self-employed workers, preferentially citizens of States who, also in collaboration with the State Italian, promote media campaigns for their citizens concerning the resulting risks to personal safety from inclusion in irregular migratory traffic, in accordance with agreements or understandings however denominated concluded on the subject with Italy, with a quota of 2,000 units for the year 2023, of which 1,900 for work subordinate and 100 for self-employment.
3. Within the quotas indicated in paragraph 1, and taking into account specific cooperation agreements or understandings on the matter migratory rules already in force or that will come into force during the three-year period 2023-25, are admitted in Italy, within specific cooperation agreements, for non-employment reasons seasonal, in the sectors referred to in paragraph 1, citizens of the following countries;
- non-seasonal employed workers who are citizens of Albania, Algeria, Bangladesh, Bosnia-Herzegovina, Korea (Republic of Korea), Ivory Coast, Egypt, El Salvador, Ethiopia, Philippines, Gambia, Georgia, Ghana, Japan, Jordan, Guatemala, India, Kyrgyzstan, Kosovo, Mali, Morocco, Mauritius, Moldova, Montenegro, Niger, Nigeria, Pakistan, Peru, Republic of North Macedonia, Senegal, Serbia, Sri Lanka, Sudan, Tunisia, Ukraine: 25,000 units quota in 2023.
- non-seasonal employed workers who are citizens of other countries with which agreements come into force during the three-year period of cooperation in migration matters: 12,000 units in 2023.
4. Entry into Italy is also permitted, within the scope of quotas indicated in paragraph 1, for non-employment reasons seasonal, in the sectors referred to in paragraph 1, and self-employed work, of:
- workers of Italian origin on the part of at least one of the parents up to the third degree in the direct line of ancestry, residents in Venezuela, within the quotas100 units in 2023, of which 90 for subordinate work and 10 for self-employment.
- stateless persons and refugees recognized by the High Commission of the United Nations for refugees or by the competent authorities in Countries of first asylum or transit, within the quota 200 units in 2023, of which 180 for subordinate work and 20 for self-employment.
- non-seasonal employed workers in the sector of family and socio-health care: 9,500 units quota in 2023.
5. Within the quotas provided for in paragraph 1, the conversion into residence permits for subordinate work of:
- residence permits for seasonal work within the quota of 4,000 units in 2023.
- EU residence permits for long-term residents issued to third-country citizens by another member state of the European Union, within the quotas100 units in 2023.
Decreto Flussi 2023 Quota details for Seasonal work visas
1. For seasonal work visas, 82,550 quota units have been set aside for agricultural and tourism-hotel sectors, the citizens of the above-mentioned countries.
- seasonally employed workers who are citizens of countries within which agreements come into force during the three-year period of cooperation in migration matters: 8,000 units in 2023;
- workers from States who, also in collaboration with the State Italian, promote media campaigns for their citizens concerning the resulting risks to personal safety from inclusion in irregular migratory traffic within the quotas: 2,500 units in 2023;
- stateless persons and refugees recognized by the High Commission of the United Nations for refugees or by the competent authorities in Countries of first asylum or transit within the quota 50 units in 2023.
- Within the quotas indicated in paragraph 1, one is a reserved quota of 2,000 units per year for foreign workers, citizens of the countries mentioned above, and those who have entry into Italy to perform seasonal subordinate work at least once in the previous five years and for which the employer of present application for multi-year authorization for work seasonal subordinate.
2. For the agricultural sector, a quota of 40,000 units in 2023, has been set aside for foreign workers, and citizens of the countries mentioned above.
3. Applications for authorization to enter Italy for seasonal work, including multi-year work, are presented by the professional organizations of employers of the National Confederation of Direct Farmers, of the Confederation Italian Farmers, the General Confederation of Agriculture Italian, the Confederation of Agricultural Producers and the Alliance of Italian cooperatives (National League of Cooperatives and Mutuals, Confederation of Italian Cooperatives and General Association Italian cooperatives). These organizations make a commitment to supervise the conclusion of the hiring process workers until the respective contracts are actually signed off work, including the required communication obligations by current legislation.
4. Within the quotas indicated in paragraph 1, it is also reserved primarily for the tourism sector, a quota of 30,000 units in 2023 of foreign workers, and citizens of the countries mentioned above whose applications for authorization to enter Italy for seasonal work, including multi-year work, are presented from the professional organizations of the most representative at the national level. Such organizations are hiring the commitment to supervise the conclusion of the proceedings hiring of workers until the actual signing of the respective employment contracts, including the obligations of communication required by current legislation.
