Caregivers to be given permanent resident status on arrival under new pilot programs

Caregivers will be given permanent resident status once they reach Canada under the new pilot programs. The currently implemented pilot programs have expired on 17 June.

The new pilot program does not require caregivers to have a specified work experience from Canada. However, IRCC has not yet specified the application process which may be announced later this month.

According to the 2024-2026 Immigration Levels Plan, Canada plans to welcome over 15,000 new permanent residents through caregiver programs.

The requirements of the new pilot program have relaxed requirements for the newcomers. The prospective caregivers will be able to work for the organizations that provide care to the semi-independent or people who suffer from injury.

“Caregivers play a critical role in supporting Canadian families, and our programs need to reflect their invaluable contributions. As we work to implement a permanent caregivers program, these two new pilots will not only improve support for caregivers but also provide families with the quality care they deserve.”

Immigration Minister Marc Miller said in a press release.

Requirements of the new caregiver pilot

The caregivers to be eligible for the new pilot program must meet the following requirements:

  • attain a minimum of CLB level 4;
  • hold the equivalent of a Canadian high school diploma;
  • have recent and relevant work experience;
  • receive an offer for a full-time home care job.

Previously implemented rules

The caregiver’s regulations previously required:

  • English language CLB of 5.
  • One year of Canadian post-secondary education or its foreign equivalent.
  • At least six months of work experience.
