Italy Decreto Flussi 2027 Starts 23 October – Clickdays, Quotas & Eligible Countries

Italy’s Decreto Flussi 2027 officially begins its application preparation phase today, Friday, 23 October 2026, at 9:00 a.m. Italian time. This means employers across Italy can start preparing online applications to recruit foreign workers under the country’s annual immigration quota programme.

The government has authorised 165,850 work-related entries for 2027, covering seasonal workers, non-seasonal employees and self-employed professionals. This opening is particularly important for foreign nationals from countries including Pakistan, India, Bangladesh, Sri Lanka and other eligible nations hoping to obtain employment in Italy.

Starting 23 October, Italian employers and authorised representatives can access the government’s ALI immigration portal to pre-fill work authorisation applications. The preparation period will continue until 7 December 2026 at 8:00 p.m. However, this is not the final application submission stage.

Employers must prepare and save their applications before the official Decreto Flussi 2027 Clickdays, which begin on 12 January 2027. Each employment category has a separate submission date, while the availability of work permits remains subject to the government’s quotas and immigration requirements.

Decreto Flussi 2027 Clickdays Confirmed

The Italian government has confirmed four official application submission dates for the 2027 programme.

The first click day will take place on 12 January 2027 for seasonal agricultural workers. Other employment categories will follow during February.

Italy Announces 165,850 Work Entries for 2027

Italy has established a total immigration allocation of 165,850 entries under Decreto Flussi 2027.

The allocation forms part of the country’s wider immigration programme for 2026–2028, which provides for 497,550 entries over three years.

Decreto Flussi 2027 Quota Breakdown

Work categoryAvailable quota
Non-seasonal employment76,200
Seasonal agriculture and tourism89,000
Self-employment650
Total165,850

Within the 76,200 non-seasonal employment allocation, 14,000 places are reserved for family assistance workers, including qualifying domestic care employment.

The seasonal allocation covers agriculture, tourism and hospitality. Some places are specifically reserved for qualifying employer organisations and returning seasonal workers.

These figures represent maximum authorised entries, not confirmed vacancies or visas already granted.

Eligible Countries for Decreto Flussi 2027

Foreign workers from several Asian, African, European and Latin American countries may qualify under Italy’s migration cooperation arrangements.

The official decree identifies 38 countries, while the October 2026 government circular confirms Kenya’s inclusion from 2027, bringing the named group to 39 countries.

Kenya is the latest addition for 2027, following a migration and mobility memorandum signed with Italy on 2 July 2026.

The listed countries relate to the programme’s specified migration cooperation routes. Other nationalities may qualify under different quota provisions or additional agreements. The list should not be interpreted as a universal nationality restriction for every employment category.

Opportunities for Pakistani, Indian and Bangladeshi Workers

Pakistan, India, Bangladesh and Sri Lanka are among the countries specifically included in the decree’s migration cooperation provisions.

For 2027, Italy has allocated 25,000 non-seasonal employment entries across the countries covered by the relevant existing cooperation arrangements.

This allocation is shared and does not mean that each country receives 25,000 individual places.

A separate allocation of 26,000 non-seasonal entries covers countries whose qualifying migration cooperation agreements enter into force during the programme.

Applicants must also meet the requirements of their respective employment categories.

Most importantly, foreign workers generally need a genuine job offer from an employer in Italy who is willing and eligible to submit the work authorisation application.

Which Jobs Are Eligible?

Decreto Flussi 2027 covers various employment sectors experiencing demand for workers.

The authorised non-seasonal sectors include agriculture, forestry and fishing, construction, food processing, textiles, manufacturing, wholesale and retail trade, accommodation and restaurants, tourism services, transportation, logistics, warehousing, business support, healthcare and social assistance.

Seasonal employment primarily covers agricultural activities and tourism-related work.

However, employment eligibility depends on the relevant category, approved economic sector, employer requirements and available quota. Not every job within a broadly eligible industry automatically qualifies.

How to Apply from 23 October 2026

The application preparation procedure is conducted online through the Italian Ministry of the Interior’s official ALI portal.

Official application website: https://portaleservizi.dlci.interno.it/AliSportello/ali/home.htm

Employers or authorised representatives should follow these steps:

  1. Visit the official ALI portal and select the reserved area.
  2. Log in using the recognised Italian digital identity system, SPID or CIE.
  3. Open the section for Decreto Flussi 2026–2028 applications.
  4. Select the appropriate application form based on the employment category.
  5. Complete the required preliminary verification using employer and company information.
  6. Follow the verification procedure using the activation code sent to the registered certified email address (PEC).
  7. Complete the required worker, employer and employment information.
  8. Save the completed application and check that its status reads “DA INVIARE”, meaning ready for submission.
  9. Submit the application electronically on the relevant click day.

Employers may also complete the application through authorised professional intermediaries or eligible employer associations.

The portal will remain accessible for pre-filling 24 hours a day, including weekends and public holidays, throughout the initial preparation window.

Important December Deadline

The ordinary preparation window closes at 8:00 p.m. on 7 December 2026. The government has scheduled a limited reopening between 9 December and 13 December 2026.

During this period, employers can complete, correct and save applications already created during the initial preparation stage. New applications cannot be initiated during this limited reopening.

Employers should verify that all necessary details have been completed and saved correctly. Some application information is retrieved asynchronously from government databases, which can require additional processing time.

Preparing an application early reduces the risk of encountering incomplete information close to the deadline.

What Happens After Submission?

Following submission on the applicable click day, the immigration authorities assess applications according to the rules governing the relevant employment category and immigration allocation.

The standard employment process involves obtaining a work authorisation, known as a nulla osta, before the foreign worker proceeds with the appropriate visa application through an Italian diplomatic mission.

Successful applicants must then follow the applicable entry and residence procedures after arriving in Italy.

The October 2026 government circular also highlights two important procedural deadlines.

Employers must confirm their work authorisation request within 15 days of being notified that the required visa-application checks have concluded. Failing to confirm within this period may result in rejection of the request and revocation of an authorisation already issued.

In addition, the employer and worker must sign the residence contract within 15 days of the worker’s arrival in Italy, with the employer transmitting it electronically within the prescribed period.

Submitting an application does not automatically guarantee a work visa or immigration approval.

Final Advice for Applicants

With Decreto Flussi 2027 preparation beginning on 23 October 2026, prospective workers should contact genuine employers and confirm that their intended employment falls within an eligible category.

Italian employers should begin preparing applications early, verify their digital access credentials and ensure all required details are accurate before the official submission dates.

Workers should avoid individuals or agencies promising guaranteed visas in exchange for advance payments. A legitimate employment offer and proper government authorisation are essential.

The first click day is scheduled for 12 January 2027, while the remaining dates fall in February 2027.
