Ontario (Canada) adopts the Expression of Interest system for Foreign Workers and International Students

The Ontario province has begun an EOI system for its PNPs under the Employer Job Offer category. The province first announced Expression of Interest (EOI) for its 5 economic class immigration streams in March. Now the system has been opened for all 5 streams. This EOI system will be a new system for its following 5 streams in the Employer Job Offer Category:

The good news is that Ontario is also looking to open the EOI system for the streams as well which are in-Demand Skills, Masters’s Graduate, and Ph.D. graduate tracks in the coming months. Ontario is a province in Middle Eastern Canada that meets the United States and the Great Lakes. Ontario’s Express Entry Human Capital Priorities collection is an immigration flow under the Ontario Immigrant Nominee Program (OINP). It provides the following possibilities for overseas workers

  • Opportunity to stay permanently in Ontario with education
  • And the opportunity to apply for a job

The future Ontario immigrants

Now the candidates can apply for immigration via one of Ontario’s PNPs. They can register an EOI profile at any time. Previously the candidates could only register when the OINP used to open its online portal. The new EOI process goes through step by step.

  • The first step is your registration;
  • After registration, your profile will be thrown in a selection pool and given a score based on your answers;
  • The eligible candidates will be invited to apply after selection for a provincial nomination;
  • The confirmation of your EOI registration does not assure you that you will get an ITA invitation to apply;
  • The OINP will inform the candidate or his representative if he is invited through an ITA;
  • An EOI registration is legitimate/valid for 1 year or until the candidate obtains an invitation. He may also select to withdraw his registration. After 1 year the EOI registration will be deleted ultimately;
  • The process till registration is free of cost, but when you are invited to apply you have to pay the application fee along with your application;
  • When a candidate gets an ITA, it does not mean that he has obtained the provincial nomination. Acutely the candidate is required to fulfill all the eligibility criteria for the chosen category.

What is EOI (expression of interest)

Expression of interest (EOI) is an opportunity to present yourself in a clear, professional document. This is an important opportunity to provide and demonstrate your suitability, interest, availability in this position.

What is Registration of EOI?

The candidate will create a profile in the OINP e-portal. After this, he should read and understand the requirements for the chosen category. After that, he can register an expression of interest for one or more categories. The important thing is that the candidate can only register 1 EOI profile at any given time. He should provide true and accurate information. You can update the profile at any time, you must inform the authorities when you update your information or add any document.

Points against skills

Ontario considers profiles based on the candidate’s answers. Points are given based on the skill level of his job offer and Canadian experience. Ontario uses the National Occupation Classification (NOC) system to assign points. The requirements are different depending on which category you apply for. The ONIP will observe your:

  • Education
  • Official language skills
  • The territory in which you study or work
  • The province will allocate ten points at its discretion to reply to labor market requirements

The effect of the EOI system on Ontario’s immigration

An Expression of Interest for Ontario immigration would better serve the high volume of candidates. At the start of winter 2020, Ontario began to obtain public consultation on the proposed Expression of Interest. They received a positive response. About 250 pieces of feedbacks were submitted to the province in September-October, 2020. These submissions were from potential:

  • Applicants
  • Employers
  • Immigration organizations and agents
  • Received from industry associations and professional associations.

More than 90% of respondents are expecting that the EOI system would be more user-friendly than the current intake process. It would be fairer and more predictable.

The 5 streams initiating the EOI registration system will use to operate like rushed seating. Foreigners who looking to immigrate via one of these Ontario PNPs will use Ontario’s Web portal. Most other PNPs use the EOI system. In general, this requires people to re-experience their work experience, education, and any other information. They are then given a provincial score, and if they score high enough, they may be invited to apply for a provincial nomination for permanent residence.

The OINP also says that an EOI system allows the province to “manage the amount of OINP in a way that gives preference to the most suitable applicants.” Many provinces already have an EOI system for handling immigration applications, including Prince Edward Island, New Brunswick, Quebec, Manitoba, Saskatchewan, and BC. The federal government’s express entry system also uses a point-based system to invite immigrants and is welcomed by the OECD as a “role model” for immigration systems in other countries.
